Fully Funded International TaiwanICDF Scholarship at National Normal University, 2018

The MBA program offered by the Graduate Institute of International Human Resource Development at National Taiwan Normal University sets its goals as cultivating human resource professionals and scholars with an international perspective, cross-cultural communication abilities, and professional knowledge. The program has the following features:
  1. A full scholarship provided by The International Cooperation and Development Fund (TaiwanICDF). The TaiwanICDF scholarship is only available to students admitted to the partner universities in the Taiwan International Cooperation Alliance (TICA) which NTNU is a member of. This scholarship aims to develop global talent in higher education by providing each scholarship recipient with a full scholarship, including round-trip airfare, housing, tuition and credit fees, insurance, textbook costs, and a monthly allowance.
  2. The opportunity to study at a prestigious university in Asia. National Taiwan Normal University has been recognized as one of the TOP 10 universities in Taiwan and was ranked 22 by the Times Higher Education World University Rankings in 2017 due to its leading research in the fields of Science Education among 40,000 universities. In addition, its research in Chinese language teaching and science education makes it the highest-ranked in these fields not only in Taiwan, but among all Asian universities.
  3. A diverse MBA program, in which all courses are taught in English. The Graduate Institute of International Human Resource Development students come from many different countries including the U.S., Belize, Honduras, Nicaragua, El Salvador, Bolivia, France, Spain, Russia, Latvia, Bosnia, Czech Republic, the Gambia, Burkina Faso, Swaziland, Thailand, Japan, Vietnam, Poland, and Mongolia. By being immersed in an environment of such diverse cultures, students have the opportunity to study and live in a truly international environment and learn cross-cultural communication skills first hand.
  4. An MBA program with a focus on international human resource development. This program is great for those who work or like to work as policy-makers in labor-, training-, or education-related segments in the government, or as human resource professionals in the personnel office of any organization. After the graduates return to their home country, they will be qualified to pursuit managerial positions, conduct HR consulting, and also have the capacity to work in the department of labor, career and training centers, or any education institutions. Many IHRD graduates work in well-known companies, such as Taiwan Semiconductor Manufacturing Company (TSMC), HTC, Wistron Corporation, Deloitte, and HSBC, 3M Taiwan, Chunghwa Telecom and some are now at the top of their profession.

Scholarship Benefits:
International human resource development has been long working with he International Cooperation and Development Fund (TaiwanICDF). International education and training have long been one of the TaiwanICDF’s core operations, among many others. Human resources development programs play a vital role in assisting partner countries to achieve sustainable development, and education is a crucial mechanism for training work forces in developing countries. The TaiwanICDF provides scholarships for higher education and has developed undergraduate, graduate and Ph.D. programs in cooperation with renowned partner universities in Taiwan.

The TaiwanICDF provides each scholarship recipient with a full scholarship, including :
  • Airfare: The TaiwanICDF arranges economy class, return tickets for the most-direct flights to and from Taiwan.
  • Housing: All students must reside in student dormitories.
  • Tuition fees: The TaiwanICDF covers tuition fees as required by a student’s university.
  • Credit fees: Credit fees, which vary with the number of credits registered, are also covered as required by a student’s university.
  • Insurance: In addition to the mandatory student safety insurance set by the Ministry of Education, each student must be insured for accident and medical coverage while in Taiwan. The TaiwanICDF covers insurance fees for the entire duration of a student’s program.
  • Textbook costs: The costs of textbooks purchased as required by instructors are covered by the TaiwanICDF, subject to the approval of the director of the
  • student’s institute.
  • Allowance:
  • Master’s Program: Each student receives NT$15,000 per month as an allowance for food and miscellaneous living expenses. This is deposited into a
  • student’s local bank account on a monthly basis.

Eligibility:
  • Applicants must meet the MOE Regulations Regarding International Students Undertaking Studies in Taiwan. (For article content, please see the appendix on p.64)
  • Eligibility Criteria for the above-mentioned application:
  • 1.For admission to Bachelor Programs: High School diploma.
  • 2.For admission to Master’s Programs: Bachelor’s degree.
  • 3.For admission to Doctoral Programs: Master’s degree.
  • Due to the different education system in each country, an applicant who will graduate at the same year as the admission to National Taiwan Normal University must ensure to receive his/her diploma and academic transcript of the highest academic degree by the following deadlines (Applicants applying with diplomas or degree certificates from China are required to have the documents notarized by relevant authorities.). Only applicants who can strictly follow this requirement are qualified to apply.
  • FALL semester: Deadline: August 31, 2018 SPRING semester: Deadline: January 31, 2019

Eligible Regions: Applicants applying for a TaiwanICDF scholarship must meet both the general eligibility criteria and be a national of a country on the List of Countries Eligible for TaiwanICDF Scholarship. Applicants must also meet the Regulations Governing Visiting, Resident, and Permanent Residency of Aliens set by ROC(Taiwan) National Immigration Agency.

Instruction on Application:
The annual application period runs, in principle, from January 1 to March 15. (For 2018 Scholarship program, the application period runs from January 1 to March 16, 2018.)

Applicants should submit the documents listed below to the ROC (Taiwan) Embassy/ Consulate General/ Representative Office in their country. Applicants must ensure that they submit accurate and complete documentation; failure to do so will result in the application not being processed. Please also note: 1. Late submissions will not be accepted and/or processed. 2. All Undergraduate Programs only accept applications submitted by citizens of allied countries of ROC(Taiwan).
  • A photocopy of applicant’s passport or other document showing proof of nationality.
  • A photocopy of applicant’s highest-level diploma and academic transcripts.
  • A photocopy of applicant’s English proficiency certificate. Please note: This means a TOEFL test score or that of another recognized English proficiency exam, or documents certifying that the applicant has graduated from a program where all courses were taught in English. Applicants who are unable to provide such proof of English proficiency due to special circumstances may be assessed for English proficiency by an ROC (Taiwan) Embassy/ Consulate General/ Representative Office via interview or other forms of testing. Applicants whose official national language is English are exempt from needing to supply these documents.
  • Two letters of reference.
  • Any other documents specifically requested by an ROC (Taiwan) Embassy/ Consulate General/ Representative Office.

In addition to the above documents requested as part of their scholarship application, applicants should also submit all documents required by the TaiwanICDF partner university that they are applying to before the admissions deadline of that university. For detailed information on such documents, please refer to the 2018 TaiwanICDF International Higher Education Scholarship Program Brochure.

The ROC (Taiwan) Embassy/ Consulate General/ Representative Office will conduct the first review of applicants based on the eligibility requirements and selection criteria of the TaiwanICDF, and then submit their list of recommended applicants to the TaiwanICDF no later than March 31 each year.

A second review of the qualified applicants will be conducted by an academic committee organized by the individual partner university in joint cooperation with TaiwanICDF representatives. Such reviews will be based on each university’s selection criteria, whilst also accounting for the eligibility requirements and selection criteria of the TaiwanICDF.

After the second review has been conducted in cooperation with all partner universities, the TaiwanICDF will announce its list of scholarship recipients, in principle, no later than June 30 each year. Successful applicants will receive an acceptance letter through the ROC (Taiwan) Embassy/ Consulate General/ Representative Office to whom they originally applied.
Please note: Gaining admission from the university does not necessarily mean that the applicant has also been given a TaiwanICDF scholarship. Only the applicant who receives the acceptance letter issued by the TaiwanICDF is the scholarship recipient.
